KUALA LUMPUR, Aug 14 – Malaysia’s Ministry of Entrepreneur Development and Cooperatives (KUSKOP) will step up outreach programmes to micro, small and medium enterprises (MSMEs) and cooperatives to improve understanding of the country’s e-invoicing system, Minister Datuk Ewon Benedick said on Thursday.
The initiative, launched in 2024 through SME Corp Malaysia in collaboration with the Inland Revenue Board (LHDN), includes “Usahawan MADANI e-Invoice” seminars organised by the National Entrepreneurship Institute (INSKEN) across Peninsular Malaysia, Kota Kinabalu and Kuching.
“We recognise this transition will take time, and KUSKOP will continue working with LHDN to provide guidance and encourage MSMEs to adopt e-invoicing,” Ewon told Parliament, responding to Sungai Besar MP Datuk Muslimin Yahaya.
Muslimin cited the SME Malaysia 2025 survey, which found over 55% of SMEs are not yet ready to shift from manual systems, particularly in the services and retail sectors, due to compliance costs, the need for integrated accounting software, staff training, workflow adjustments and the risk of penalties.
Ewon said such concerns are frequently raised by micro and small business owners, but stressed that MSMEs with annual sales below RM500,000 will remain exempt from e-invoicing requirements, following discussions between KUSKOP and the Finance Ministry.
